HEALTH AND SAFTEY POLICY STATEMENT

GENERAL STATEMENT

GLASEL Company Ltd (GLASEL) is concerned about the Safety and Health of all personnel who work on its construction sites and is committed to providing a safe and healthy working environment. Achievement of these goals requires the participation and co-operation of all personnel.

The GLASEL Company Ltd. Health and Safety Program includes policies and procedures for the safe operation of equipment; handling of materials; and conduct of employees.

RESPONSIBILITIES:

The Company will monitor employer compliance to the terms of the policy. GLASEL Company Ltd. will have the right to take action against an employee for failure to adhere to any of the Company’s, local, state, or federal requirements.

General Responsibilities

Contractor:

• GLASEL will implement this project safety program to meet or exceed the minimum requirements of this plan and is relevant to the scope of work to be performed.

• GLASEL will also effectively minimize the potential for losses by approved accident prevention methods; and by monitoring, controlling, and recording the safety activities of our employees.

• Sub-contractors who are called to perform “Emergency Work” will be accompanied by a company representative at all times. These sub-contractors must provide a copy of their safety program upon arrival or submit the  program as part of the General Service Contract. Emergency Work is defined as all contracts that are issued within two weeks of mobilization and do not last longer than ten days or two weeks.

Specific Standards

GLASEL Company Ltd. – Health and Safety Manager or Designee

• Reviews the preparation of our supervisory investigation report on all accidents.

• Reviews accidents and assures corrective action has been taken to prevent recurrence.

• Ensures that the safety requirements are explained before any sub-contractor starts work. The Health and Safety Manager will call particular attention to the company’s Health and Safety Program and a copy will be provided to all employees and subcontractors.

• Conducts safety tours or audits, in conjunction with the respective sub-contractors to assure compliance with federal, state, and local requirements.

• Personally reviews all accidents reports submitted by employees.

• Holds the project superintendents responsible and accountable for the safety of their employees.

• Ensures that our superintendent(s) are requiring all employees to make use of personal protective equipment, such as, hard hats (helmets), safety glasses, hard toe boots, hearing protection, respiratory equipment and other equipment as needed. If our representative sees a constructional hazard, he or she will have the authority and responsibility to stop the operation.

• Enforces all phases of our Health and Safety program as well as special controls issued by the Project Consultants

.

• Communicates safety information to the respective Sub-contractor regarding hazards that may arise from GLASEL Company Ltd. operations.

• Ensures that a workable housekeeping program is in place.

• Conducts weekly planned walk-through tours, in conjunction with our client’s Health and Safety department and all sub- contractors’ representatives and submits reports to the Health and Safety Manager. (Contracts of less than one-week duration will be inspected at least once).

Sub-Contractors

Each sub-contractor is responsible for the safety of its own personnel and will:

• Provide and execute all work so as to comply with all Ghanaian, state and local codes and the “Contractors’ Health and Safety Program.”

• Provide and enforce, at all times, the use of the personal protective equipment specified by all the Ghanaian occupational hazard laws and codes and the Contractors’ Health and Safety Program.”

• Appoint a qualified safety representative, acceptable to GLASEL prior to mobilization.

• Submit their Safety and Health Program, which must include a program for fire prevention and protection, prior to mobilization.

• Comply with all appropriate GLASEL procedures and practices.

• Provide supervisory investigation reports on all accidents.

• Attend contractor and employer meetings that address safety.

• Schedules weekly safety meetings for all employees and records minutes. Provides a copy of all meeting minutes to the employers’ representative and to GLASEL Health and Safety Department.

• Take immediate action to correct unsafe practices or conditions when discovered.

• Maintain a file of Material Safety Data Sheets (MSDS) for all hazardous materials on the job site, conduct the necessary training and provide personal protective equipment as required and keep GLASEL Health and Safety personnel informed of special precautions.

• Report to GLASEL through the Contract Manager observed unsafe conditions or practices or violations of job security, which are not in accordance with the company’s regulations.

• Inspect their tools and equipment as required by the “Contractors Health and Safety Program.”

• Provide a copy of their Health and Safety Program to GLASEL.

• Provide to the Health and Safety department, for review and approval, a list of hazardous products, the proper MSDS and their quantities prior to work commencing.

• Remove all unused parts, products and associated containers that were used on the job and properly dispose of any hazardous waste material generated.
